A decree of the Government of Uzbekistan approved the provision on the procedure for issuing a land plot through an electronic online auction for entrepreneurial and urban development activities, the Justice Ministry said.
In accordance with the regulation, vacant non-agricultural land plots are provided for permanent use for entrepreneurial and urban development activities.
The materials for selection of the land plot are prepared by the territorial main construction departments, and the regional (city) construction departments of the Yergeodezkadastr.
The bodies of the Yergeodezkadastr determine the initial price of a land plot. Coordination of materials for the selection of a land plot and the issuance of conclusions on them will be carried out within five working days from the date of placement of data on the land in the automated information system YERELEKTRON.
The coordination of materials for the selection of a land plot and the issuance of opinions on them will be carried out only through AIS YERELEKTRON.
Empty land plots are placed in the AIS YERELEKTRON by the bodies of the Yergeodezkadastr on the 5th and 20th of each month.
Individuals and legal entities have the right to make proposals on the placement of information about the land plot and the planned construction site in AIS YERELEKTRON.
The coordinates of the regions that cannot be transferred for entrepreneurial and urban development activities are updated at least once a month.
The minimum cost of the right to permanent use of a land plot for each district (city) is approved by the Council of Ministers of Karakalpakstan, khokimiyats of regions and the city of Tashkent annually until June 10 and December 10.
Participation for obtaining land for permanent use at the auction is carried out by making an application certified by an electronic digital signature and a deposit.
In Uzbekistan, citizens (residents) and foreigners, as well as legal entities have the right to participate in the auction.
The protocol on the results of the auction has the force of the contract of sale and is the basis for state registration in the name of the auction’s winner of the right to use this land plot.
