New procedure for issuing special permits to operate a vehicle during the quarantine announced
The Special Republican Commission provided additional information on restrictions on the movement of private cars in Uzbekistan from March 30 in connection with the preparation of a program of measures to prevent the spread of coronavirus in the country.
According to the decision of the Special Republican Commission, from March 30 to April 20, 2020, in the interregional, Tashkent and Nukus cities and regional centers, vehicles can move on the basis of special permits (stickers) issued by the State Services Centers (SSCs).
Reportedly, more than 27,000 applications were received through the SSCs in Tashkent alone.
Lots of citizens visited the SSCs in Tashkent, the Republic of Karakalpakstan and the regional center.
This led to a violation of quarantine requirements, many citizens gathered in one place at the same time. In addition, many appeals from citizens on this very issue have been received.
Therefore, a new procedure has been developed to improve the existing one, taking into account the proposals received in connection with traffic movement in the country.
Now a system has been introduced, according to which drivers can submit applications for obtaining a permit (sticker) to drive vehicles remotely.
According to it, the issuance of special permits is carried out free of charge.
To do this, one needs to fill out an online application form on the Single interactive portal of state services.
In addition, the list of vehicles that are allowed to operate without a special permit has been approved.
For example, the permit is not required for service vehicles and personal cars of employees of organizations in the healthcare system, organizations providing medical and epidemiological services, regardless of their organizational and legal form.
At the same time, employees of these organizations move on the basis of a copy of the employment record books and a document confirming the place of work. These employees can only use their vehicle to get to and from work, i.e. they are only allowed to drive vehicles for performing their duties.
The Ministry of Justice has announced what the special permit will look like.
