Road Traffic Regulations to be published in a new edition

By November 1, it is planned to introduce a new program for receiving applications from drivers who have lost their driving licenses and to retrieve the necessary information electronically from the Administrative Action Department through the internal system.

At the fifth plenary session of the Senate of Oliy Majlis, a parliamentary inquiry was sent on the status of road safety and the enforcement of legislation in this area.

According to the press service of the Senate, the request referred to the lack of curricula, programs, textbooks and teaching aids for training youngsters on traffic and safety rules in general education schools. In addition, it was noted that the curricula of institutions for the further training of public education workers do not include relevant topics.

In a reply to a parliamentary inquiry received by the Senate Committee on Defense and Security, it was reported that the Cabinet had developed the “Program of measures for ensuring road safety and preventing road traffic accidents in Uzbekistan”. 

It establishes the introduction of a new obligatory subject on safety, development and approval of relevant programs. It is planned to draw up a draft legal instrument on this subject by October 1. In addition, from January 2021, it is planned to include traffic rules in the training of teachers. 

Another problem raised in the parliamentary request was the need to improve the Road Traffic Regulations, approved by the relevant Decree of the Cabinet of Ministers of December 24, 2015, in a new version. It was noted, inter alia, that, there are discrepancies in the Uzbek and Russian versions of the regulations. In this regard, the above-mentioned program sets out the task of drafting a new version of the Traffic Rules by January 1, 2021.

In addition, the parliamentary inquiry raised the issue of assessing knowledge when obtaining a driving license, as the test questions in the examinations were contrary to traffic rules or were morally or technically obsolete. In response to this, the relevant Program of Measures of the Cabinet of Ministers set the task of reviewing and improving the test questions by June 1, 2021.

It is noted that the system of unified automated records of the Interior Ministry will be integrated with the operating system of the administrative action department.
