The decree approved the proposals of the Ministry of Economic Development and Poverty Reduction, the Ministry of Investment and Foreign Trade, the Ministry of Finance and the Ministry of Agriculture, based on the requirements and needs of the people who expressed a desire to own a greenhouse and grow agricultural products (hereinafter - the proactive citizens) using modern energy-saving equipment and equipment produced by foreign and domestic investors (hereinafter - investors):
- Construction of greenhouses on household plots and in homes of the proactive citizens with an area of at least 10 acres;
- Creation of greenhouses on agricultural lands, reserve low-yielding lands, formerly used for growing cotton and grain, as well as empty unsuitable lands, occupied by orchards and vineyards, each with an area of at least 20 acres, including residential complexes (hereinafter - housing and greenhouse complexes).
The resolution determined that the construction, equipping and operation of housing and greenhouse complexes will be on the public-private partnership basis. At the same time, according to the project:
A) state:
- allocates agricultural lands, reserve low-yielding lands, formerly used for growing cotton and grain, as well as empty unsuitable lands, occupied by orchards and vineyards, - on the basis of the right of lease following an open competition held among investors;
- provides housing and greenhouse complexes with external engineering and communication networks (including gas, water, electric energy, internal roads);
- provides the benefits specified in paragraphs 4 and 5 of this Regulation;
B) Investors:
- provide preparation and examination of pre-design and design documentation (feasibility study, drawings, etc.);
- develop the concept and design and estimate documentation of projects for the construction, equipping and operation of housing and greenhouse complexes according to the Law “On Public-Private Partnership”;
- fulfill obligations to finance the costs of building, equipping and operating housing and greenhouse complexes at the expense of their own funds or other sources not restricted by law;
