Uzbekistan to introduce an index of entrepreneurial activity freedom
The President signed a decree “On measures to further reduce the administrative and tax burden for business entities, improve the system for protecting the legitimate interests of business”.
According to the document, starting from 2022, Uzbekistan will introduce an index of freedom of entrepreneurial activity, aimed at determining and alleviating the level of administrative pressure on business entities, as well as preventing offenses.
The index will be compiled by the authorized representative for protecting the rights and legitimate interests of business entities through the “Unified State Control” information system on the basis of such indicators as the validity and legality of the audit results, the proportionality of preventive measures and inspections, the level of satisfaction of entrepreneurs with the results of the audit.
At the end of each half of the year, by August 1, at the end of the year – until February 1, the supervisory authorities submit to the Commissioner for the Protection of the Rights and Legal Interests of Business Entities an analysis of the control measures taken.
Also, the Business Ombudsman at the end of each half of the year before September 1, at the end of the year – until March 1, places in the “Unified State Control” information system and publishes information about the results of the index and frequently repeated offenses in activities of business entities, as well as measures to prevent their commission.
