Landlords paid over 1 trillion for demolitions

In connection with the seizure of land plots for the needs of the state and society, in 2021 in Uzbekistan, more than 3 thousand owners were paid 1 trillion 37 billion soums of compensation.

This is stated in the information of the Ministry of Finance provided at the request of Kun.uz.

It is reported that after the meeting of the President with entrepreneurs, local khokimiyats conducted a study, as a result of which it turned out that there are still debts for another 692 objects that were demolished.

“Local governments have reimbursed 338.5 billion soums in losses, but the debt on additional identified objects has not been paid off.

In connection with the seizure of land for the needs of the state and society in 2021 at the expense of the Republican Fund, 592 owners were paid 286.4 billion soums, and 2,637 owners were paid 750.7 billion soums at the expense of regional funds - a total of 3229 individuals and legal entities were compensated by 1,037.1 billion soums,” the Ministry of Finance said in an official statement sent to Kun.uz.

During an open dialogue with entrepreneurs in August 2021, President Shavkat Mirziyoyev highlighted a number of issues of concern to businesses, including infrastructure, taxes, industry legislation, and property inviolability. The head of state also warned all khokims of the regions to pay off the debt.

“To date, the local authorities owe 123 billion soums to 349 entrepreneurs for the demolition of buildings and structures. I warn all khokims of the regions: by September 1, all settlements with entrepreneurs should be completed, and not a single sum of debt should remain,” Shavkat Mirziyoyev said then.

After that, 123 billion soums were additionally allocated from the budget and paid to entrepreneurs. This was announced by Deputy Minister of Finance Akhadbek Khaydarov at a meeting of the Legislative Chamber of Oliy Majlis on December 14, 2021.

At the same meeting, deputies approved the law on amending the Law “On the State Budget of the Republic of Uzbekistan for 2021”. In accordance with this law, another 50 billion soums were requested from the budget to cover damage caused by demolitions in 2021.

However, at the same meeting, representatives of the Ministry of Finance left open questions of both the deputy Rasul Kusherbayev and later Kun.uz about the government’s debt for demolitions as of early 2022.

At a meeting of the Legislative Chamber on the same day, it was noted that in 2022, 500 billion soums will be allocated from the budget to compensate for the seizure of land plots for the needs of the state and society.

In the ranking of the international non-governmental organization World Justice Project (report for 2021), Uzbekistan showed one of the worst results in the seizure of property without court orders and fair compensation.
