Four regions misuse 119 billion soums received from collection of fines
The khokimiyats of Andijan, Namangan, Fergana and Tashkent regions misused a total of 119.6 billion soums transferred to the local budget from fines for violations, Senator Kutbiddin Burkhanov said.
On February 18, a meeting of the parliamentary commission on monitoring the implementation of national goals and objectives in the field of sustainable development of the Republic of Uzbekistan until 2030 was held.
Speaking at the meeting, Senator Kutbiddin Burkhanov raised the issue of fines for traffic violations.
“ICT is not used enough to ensure road safety. Based on the previous positive experience of Andijan, Namangan, Fergana and Tashkent regions, 40% of the fines imposed by photo-video recording of traffic violations were sent to the local budgets of these regions.
Despite the fact that these funds are directed to install photo-video recording devices in the region, and a total of 119.6 billion soums have been received by the local budgets of these regions, local authorities are in no hurry to install devices.
For example, the budget of Fergana region received more than 20.2 billion soums, Namangan region – 18.7 billion soums, Andijan region – more than 10.6 billion soums for violations detected by mobile photo and video recording devices. However, only 1.8 billion soums were allocated for the installation of devices by the Namangan regional administration, 1.2 billion soums by the Andijan regional administration, and only 700 million soums were allocated to the Fergana administration,” Kun.uz correspondent quotes Kutbiddin Burkhanov as saying.

According to the chairman of the Senate Committee on Defense and Security, despite the fact that the local budget of the Tashkent region received fines for 70.1 billion soums through the system, in 2021, no funds were allocated for the installation of equipment at all.
“Today, it is necessary to fully control the flow of vehicles using artificial intelligence, equip existing roads and intersections to prevent traffic jams with 1,491 smart traffic lights, 4,473 cameras and 720 speed control devices,” Kutbiddin Burkhanov said.
After the senator’s criticism, on February 19, the administration of Namangan region announced that it would start installing “smart” devices that are not detected by radar detectors.
According to the presidential decree “On additional measures for the further development of the public transport system of the city of Tashkent”, it is planned to install cameras and photo-radar at all intersections in Tashkent.
