Uzbekistan to hold nationwide exam on constitution

The Cabinet of Ministers has published a draft resolution “On additional measures to improve the legal culture in society”.

The document proposes to approve the Program of measures to improve the legal culture in society for 2022-2023, which provides for:

•  increasing the legal culture of the population;
•  introducing innovative methods of popularization of law in raising the legal culture in society;
•  strengthening the role of the media in raising the legal culture of the population;
•  developing legal education, as well as a system of training, retraining and advanced training of legal personnel;
•  studying the scientific foundations of improving the legal culture.

The proposal of the Ministry of Justice, together with the Ministry of Development of Information Technologies and Communications, to hold a nationwide constitutional examination in order to stimulate the interest of citizens in improving their constitutional knowledge is being approved.

Until September 1, 2022, the Ministry of Justice, together with the Ministry of Development of Information Technologies and Communications, will modernize the current platform for the nationwide constitutional examination, taking into account the following:

•  creating on the platform the possibility of testing by the age levels of citizens in Uzbek and Russian (if necessary, in other languages);
•  the introduction of separate tests for persons with higher and secondary specialized legal education;
•  launch of an automatic rating system for each direction;
•  create the possibility of identifying platform users by the personal identification number of an individual;
•  development of a mobile application for the platform.

Until December 1, 2023, the Legal Library electronic system for all segments of the population and its mobile application will be launched.
