Shavkat Mirziyoyev proposes to transfer part of presidential powers to Oliy Majlis
According to the head of state, it is necessary to enshrine in the Constitution the relevant provisions on expanding the powers of Oliy Majlis to form the government and ensure its effective functioning.
“I propose to introduce a procedure for the approval by the Senate of a decree on the appointment of the head of the Anti-Corruption Agency,” the President said.
It was emphasized that the issue of discussing the annual national anti-corruption report prepared by the government should be included in the parliament’s mandate. It is necessary to continue work on strengthening the constitutional foundations of the powers of Oliy Majlis to exercise parliamentary control.
“For these purposes, I propose to transfer part of the presidential powers to Oliy Majlis. For example, it is advisable to transfer the right to appoint and dismiss the chairman of the Accounts Chamber to the Senate. Thus, the Accounts Chamber will become an important tool for parliamentary control over the formation and execution of the state budget,” Shavkat Mirziyoyev said.
