Gov’t to divide regions into “green”, “yellow” and “red” categories for organization of traffic safety

A resolution of the Cabinet of Ministers on “Scientific-methodical provision of the road safety field, regulation of operation and installation activities on roads and introduction of the practice of maintaining the “Safe road” index” was adopted.

In order to implement the presidential decree “On measures to reliably ensure human safety on highways and drastically reduce the number of deaths”:

-  The Council of Ministers of Karakalpakstan, the special operation-installation units of the regional governments and the Traffic Management Center of the Tashkent city administration have been transferred to the traffic safety departments of regional internal affairs bodies;
-  In order to assess the state of effective organization of road traffic in the regions and strengthen the responsibility of local authorities in this regard, the practice of maintaining the “Safe road” index has been established for all districts (cities) of the republic.

In this case, the task of maintaining the index is assigned to the traffic safety units. At the end of each quarter, the state of compliance with road infrastructure and traffic rules is evaluated by special commissions in accordance with 29 indicators.

Districts (cities) will be divided into “green”, “yellow” and “red” categories according to the state of road safety organization based on index indicators.

The tasks of the Center for Studying Traffic Safety Problems established in accordance with the presidential decree “On approval of the concept of public safety and measures for its implementation” were determined:

•  organization and coordination of studies on the causes of accidents;
•  implementation of targeted fundamental, practical and innovative scientific-research projects in the field of road safety;
•  identifying the original factors that allow violations in the field of traffic safety and to develop measures to eliminate them;
•  exploring the legal, engineering-technical, informational, organizational-methodical problems of increasing the level of protection of road users from accidents.
