“It is necessary to find out what happened inside” – Activists comment on death of a 15-year-old teenager in Kokand DIA

On October 16, Ravshanbek Abdusattarov took 17,000 soums worth of dry food and energy drinks from the “Ansar” shopping complex located in Uchkuprik district, Fergana region, and tried to leave without paying. The securities who were watching reported this to the district DIA. After that, the teenager was taken away from the shopping complex by police officers. Ravshanbek Abdusattorov was first taken to the Buvayda district DIA, and then to the Juvenile Socio-Legal Assistance Center in Kokand. Two days later, his body was discharged from this institution.

Kun.uz investigation revealed that his death was kept a secret from his relatives for a long time. Officials say the cause of the deceased’s death was a dispute with eight children at the center. However, the late boy’s relatives do not believe it. In connection with the situation, a criminal case was initiated by the Kokand city prosecutor’s office, and two people were imprisoned. A service check was appointed against employees of the regional DIA, two employees were dismissed from the ranks of the MIA. On the day of the incident, 2 employees of the DIA who were on duty left the detained teenagers without supervision, so they were punished for not preventing the quarrel. The situation is being controlled by the Children’s Ombudsman.

“There must be an open court!”

Journalist Aziza Kurbanova emphasized that the prosecutor’s office must soon find out what actually happened “inside”, and the court case must be open.

- On October 16, 14-year-old Ravshan from Uchkuprik stole kurut (dry food) and Pepsi (17,000 soums) from the “Ansar” store located in the Buvayda district, Fergana region. He was taken first to the district DIA, and then to the Juvenile Center in Kokand. His family was not notified.

After 2 days, on October 18, it became known that the child died... The uncle’s acquaintance who works at the “Morgue” was the first to tell about the child’s death: “I recognized your nephew, you come and see him before I open his corpse...”
During these two days, the DIA officers repeatedly told the mother that “he is fine and sleeping in a good place...”

Initial reports say that the boy died from injuries sustained as a result of being beaten by teenage boys at the center. Reportedly, two people have been detained as a precautionary measure in the form of “imprisonment”, and a service check has been appointed against the employees.

Just by listening to the story of the mother and uncle, you will see that the system is rotten: violation of basic rights of detainees, failure to notify relatives on time, lack of security, continued use of torture – a classic case.

It is becoming common for law enforcement agencies, especially internal affairs bodies to discharge the “corpses” of detainees out of their buildings. There are dozens of examples on the Internet.

Every day, the state TV channels broadcast about “heroic activities” of law enforcers and they are posted on the official channel of the Ministry of Internal Affairs. I could not find any material on the official channel about the initial details of this incident.

No one can bring back the child of a 45-year-old single mother. But today, we must condemn the leadership for lack of professionalism in the system so that others don’t die.

Countless people ask for an explanation on the networks. The prosecutor’s office must soon find out what really happened “inside”, and the court trial must be open.

Blogger Bakhodir Boboyev criticized the fact that the deceased was engaged in handicrafts in his spare time, instead of showing him the right way for his theft by mistake, he was thrown into the middle of ill-mannered children.

- In the city of Kokand, a teenager was arrested on the spot for leaving the shop without paying for a product worth 17,000 soums, and the incident ended with his death.

The teenager, who is a student of the 9th grade, was engaged in crafts in his free time. In general, there were no signs of hooliganism. I feel sorry for the child’s mother. There is no one left to give meaning to the life of a 45-year-old single mother.

It is true that the child was guilty at a certain degree, but this cannot be the reason for his death. Teenagers make a lot of mistakes during the transitional age. It is the responsibility of each of us to show them the right way.

Take care of your children. Even if you are poor, live by convincing the child that better days will come. All mothers are saddened by such a death.
