Contracts without a tender: Festivals in Tashkent are granted to 4 companies

The capital’s administration spent 18.2 billion soums for 6 festivals. A number of contracts were concluded without a tender. Additional tenders were held a few months after the festivals, and the firms that received the direct contract were also declared winners. The khokim hid his decisions about allocating money to these festivals from the public.

Tashkent city administration allocated 18.2 billion soums for 6 events held in May-August 2022.

These are flower festival, opera festival, art month, food festival, music festival, ice cream festival.

The khokim’s decision to allocate money for these activities was initially hidden in the e-qaror system, and later, the decision appeared in the system at the one-time request of the Justice Ministry.

18.2 billion soums have been transferred to the culture and tourism departments of Tashkent city for the organization of events. Both administrations directly selected private organizing companies, holding tenders months after the festivals. The companies that won the contracts without a tender were later declared the tender winners.

The khokim of Tashkent hides many of his decisions from the public

According to the decision of the Tashkent city khokim No. 520-14-0-Q/22, funds of 2 billion soums were transferred to the Tashkent city culture department for the opera festival.

A scanned copy of this decision is available on the public procurement portal. But it is hidden in the e-qaror system. The reason is “the content of this document contains personal information, guardianship and sponsorship or other information whose use is restricted in accordance with the current legislation”.

Reading the 2-page decision, one can see that there is no restricted information in it, which contradicts the reason above. Thus, the suspicions that the governors are concealing their decisions against the law have been confirmed once again.

Earlier, it was known from the statement of the Justice Ministry that when khokims sign decisions electronically through the E-qaror system, they decide whether to make this document public or not. It seems that the hiding of documents in the system is done by the initiative of the khokim himself, not by other employees working in the administration.

For example, Jakhongir Artikhodjayev made 12 decisions on December 5, but 10 of them were hidden with the above “reason”.

“Tashkent Opera Fest” – 4 billion soums

On May 6, 2022, the Tashkent city culture department concluded direct contracts worth 1.1 billion soums with Profi Event LLC, 900 million soums with Media Globe LLC, and on June 9 – worth 931 million soums and 868 million soums with Media Globe LLC.

Interestingly, by November 3, the culture department held a tender to organize dance groups for the opera festival. In this tender, Profi Event LLC was declared the winner and a contract worth about 260 million soums was signed. It is noteworthy that the tender was held in November for the event held in May.

“Tashkent Food Fest” – 1.8 billion soums

On May 31, the culture department transferred funds of 950 million soums and 550 million soums to Profi Event LLC through a direct contract for the food festival.

The festival was held in August, but the administration held a tender from October 24 to October 31 for the decoration works within the festival. Profi Event LLC won the tender and signed a contract worth 301 million soums with the department on November 3.

“Tashkent Flower Fest” – 3.4 billion soums

The culture department concluded direct contracts for the flower festival with Modern Celebration LLC for 794 million soums and 764 million soums, on May 31 with Media Globe LLC for 700 million soums, and on June 3 – for 840 million soums.

Although the festival was held in May, a tender was held for other services within its framework from October 24 to October 31. Modern Celebration LLC won the tender and received a contract worth 317 million soums on November 3.

“Tashkent Art Week” – 750 million soums

On May 31, the culture department signed direct contracts with Modern Celebration LLC worth 350 million soums and 150 million soums for the art week.

Although this festival was held in June, tenders for other services within its framework were held from October 24 to October 31. Modern Celebration LLC was declared the winner, and on November 3, it won a state order worth 249 million soums.

“Tashkent Music Fest” – 4.8 billion soums

On June 21, the culture department signed direct contracts for music festivals with Perfect Organizer LLC worth 950 million soums, 880 million soums and 570 million soums.

A tender was held from October 24 to October 31 for other services within the framework of this event, which was held in September. The tender was won by Profi Event LLC, and a 1.5 billion soum contract was signed with it on November 3.

In addition, the administration held another tender from November 3 to November 11 for other services within the framework of the event. Profi Event LLC won this tender as well, and a contract worth 907 million soums was signed on November 14.

“Tashkent Dance Fest” – 2.3 billion soums

On September 6, the culture department concluded a direct contract with Perfect Organizer LLC for 1 billion soums for the dance festival.

A tender was held from October 24 to October 31 for other services within the framework of this event, which took place in September. Modern Celebration LLC won the tender and signed a contract worth 1.3 billion soums with the management on November 3.

“MuzzDay Fest” – 1.8 billion soums

The Tashkent city tourism department signed direct contracts with Profi Event LLC for the ice cream festival on July 14 for 368 million soums and on July 25 – for nearly 532 million soums.

The festival was held in July, but tenders for other services within its framework were held from October 22 to October 28. Profi Event LLC also won the tender, and on November 1, a state order worth about 894 million soums was formalized.

Thus, the festivals held in the capital were granted to 4 companies.

They worked with direct contracts. In addition to the direct contracts, all the tenders were “organized” several months after the end of the events.

State orders totaling 18 billion soums for 6 festivals have been distributed among these 4 companies as follows:

•  Profi Event – 6.5 billion soums;
•  Media Globe – 4.2 billion soums;
•  Modern Celebration – 3.9 billion soums;
•  Perfect Organizer – 3.4 billion soums.

Two of the 4 LLCs were opened in 2021 and two – in 2022. It is noteworthy that in most of them (in three out of four enterprises) the person who is the 100% founder of the enterprise is also its head (the legal owners of three firms are three separate individuals) and they are not the founder or head of any other enterprise except this one firm.

Only the sole founder of Profi Event, Abduboriykhodja Abduvosikov, has another firm under his name: he is also the sole founder of the private enterprise “Autograph Event”. Autograph trademark belonged to J-United Group of Jakhongir Artikhodjayev some time ago.

Kun.uz contacted the press service of the Tashkent city administration asking for an explanation regarding the fact that the contracts were signed without tenders, and the tenders that were held were post-factum. The press service said that if we have questions, we should come out with a letter.
