In 2023, the annual volume of construction of new housing in 53 “New Uzbekistan” blocks and 161 other areas is expected to double to 90,000. This is envisaged in the draft of the 2023 state program.

It is explained that in 2022, 44,000 apartments were built and put into use, and as a result of the implementation of the specified measures, the number of apartments to be built in 2023 will increase by at least 100% compared to last year.

Also, measures will be developed to create favorable conditions for the population to actively participate in the stock market and to develop the capital market. It is envisaged that the Ministry of Economy and Finance will submit proposals in this regard to the President’s administration by September 1, 2023.

In 2023, 8 trillion soums will be allocated from the state budget to finance projects based on public opinion, of which 4 trillion soums will be allocated for the “Prosperous Village” (“Obod Qishloq”) and “Prosperous Mahalla” (“Obod Mahalla”) programs.

In 2023, 4 trillion soums will be allocated from the State budget to finance the activities carried out within the framework of projects programs for the development of mahalla infrastructure.

As a result, the amount of funds allocated to these activities will be doubled. For example, in 2022, 4.3 trillion soums were allocated for these activities.

Starting with the social and production infrastructure development program for 2024, the practice of including social and engineering infrastructure objects proposed by state bodies into this program according to the number of votes collected during the voting process on the “Open Budget” portal will be introduced.

As a result, the amount of funds distributed through the “Initiative Budget” process will reach from 8 trillion soums to 23 trillion soums (+15 trillion soums).

Starting from July 1, 2023, through the implementation of the “Mahalla Budget” system in all districts and cities, funds up to 800 billion soums will be directed to the mahallas to independently solve their problems and implement social projects.

This year, as an experiment, the “Mahalla Budget” system will be introduced in 14 districts, and from July 1 in all districts (cities).

It is proposed to implement a completely new system of project financing based on public opinion and votes collected on the “Open Budget” portal. In this, special attention is paid to the introduction of clear mechanisms for organizing voting processes impartially and without administrative interference.
