Over 1.4 million administrative offenses registered in three months

The government’s open data portal and the official website of the MIA published statistical data on administrative offenses for the first quarter of 2023 (January-March).

It is reported that during this period, administrative responsibility was applied to about 1,422,000 citizens.

More than half of the offenders (762 thousand) were prosecuted for traffic violations. The next largest number of offenses fall into the category of offenses against administrative order (over 201 thousand), against public order (over 142 thousand), trade and entrepreneurship (over 97 thousand) and healthcare (over 84 thousand).

In terms of regions, the largest number of administrative violations was recorded in the capital city of Tashkent: more than 190,000 in 3 months. During this period, more than 181,000 violations were registered in Tashkent region.

In addition, more than 100,000 administrative violations were registered in each of 5 regions: Fergana, Samarkand, Kashkadarya, Andijan and Namangan regions.

According to statistics, the main part of more than 500,000 violations in the field of road transport correspond to 7 articles of the Criminal Code.

For example, more than 290,000 administrative reports were drawn up in 3 months as a result of drivers driving their cars on the sidewalk, not following road signs and other rules. Another common violation is the violation of the rules for using vehicles, which was committed more than 150 thousand times.

In addition, more than 30,000 violations were registered by pedestrians and other road users during this period.

More than 132,000 reports were drawn up on the violation of the rules of the passport system, another type of administrative offense disclosed in the statistics.

The number of persons prosecuted for petty hooliganism and alcohol consumption in public places exceeded 90,000. Also, for 3 months, more than 22,000 citizens were prosecuted for disobeying the legal requirements of the internal affairs bodies. Another 5,600 citizens were found to have violated the sanitary laws and the rules of fighting against epidemics.

The number of other types of violations not disclosed in the statistics is also not small – in 3 months, 622,980 persons were charged with administrative responsibility.

If we rely on the numbers presented in the open data portal, an approximate picture of more than 600 thousand violations appears. That is, the main part (over 700,000) of more than 1.4 million violations registered during 3 months is related to the field of road transport. The main part of the remaining types of offenses is qualified by articles against management and public order. In addition, violations in trade, finance, and healthcare constitute large numbers.
