Court verdict on “Doc-1 Max” case announced
Indian citizen, director of “Quramax Medical” LLC Singh Ragvendra Pratar was sentenced to 20 years of imprisonment, Sardor Kariyev, the former head of PharmAgency – to 18 years, and his deputies, Amirkhon Azimov and Nodirbek Musayev – to 16 years. The court decided that the sentence would be served in general order colonies.
On February 26, a verdict was announced on the “Doc-1 Max” case, in which a total of 23 people are accused.
The following sanctions were imposed on the defendants:
Singh Ragvendra Pratar (born in the Republic of India in 1972, worked as a director of “Quramax Medical” LLC) was sentenced to 20 years in prison. The assigned sentence would be served in colonies of general order. After serving the sentence, Singh Ragvendra Pratap was ordered to be deported from the Republic of Uzbekistan.
B. Kambaraliyev (born in Namangan region in 1978, worked as a sales director of “Quramax Medical” LLC) was assigned 4 years and 3 months of restriction of liberty order (RLO). Pursuant to Article 62 of the Criminal Code, a sentence of 3 years, 11 months and 18 days of RLO was maintained.
N. Mirzaakhmedova (born in 1992 in Tashkent region, worked as a registration manager of “Quramax Medical” LLC) was sentenced to 10 years of imprisonment. According to Article 72 of the Criminal Code, Mirzaakhmedova was assigned 3-year trial period.
E. Mirzaakhmedov (born in Tashkent in 1976, worked as chief accountant of “Quramax Medical” LLC) was assigned 4 years of RLO.
S. Kariyev (born in Tashkent in 1982, director of the Agency for Development of Pharmaceutical Network and the director of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment under it) was deprived of the right to work in management positions in state agencies for 2 years and 6 months was sentenced to 18-year imprisonment. It was decided to serve the assigned sentence in colonies of general order.
A. Azimov (born in Tashkent in 1993, worked as the first deputy director of the SUE “State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment”) was deprived of the right to work in leadership positions in state agencies for a period of 2 years and 6 months, imposing him 16 years imprisonment. It was decided to serve the assigned sentence in colonies of general order.
N. Musayev (born in Tashkent in 1988, served as the deputy director of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment, temporary acting chairman of the Pharmacopoeia Committee) was deprived of the right to work in management positions in state agencies for 2 years and 6 months; he was sentenced to 16-year imprisonment. It was decided to serve the assigned sentence in colonies of general order.
G. Saliyeva (born in Tashkent in 1987, worked as assistant director, head of the registration department of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment) was deprived of the right to work in management positions in state agencies for 2 years; she was assigned 3-year RLO. Pursuant to Article 62 of the Criminal Code, a sentence of 1 year, 10 months and 10 days of RLO was maintained.
Sh.Shodmanov (born in Samarkand region in 1992, worked as the vice-head of the registration department of the State Center for Expertise and Standardization of Medicines, Medical Equipment and Medical Equipment) was deprived of the right to work in management positions in state agencies for 2 years and 6 months; he was sentenced to 16 years and 6 months of imprisonment. It was decided to serve the assigned sentence in colonies of general order.
J. Erkiniy (born in Tashkent in 1993, worked as the chief specialist of the registration department of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment) was deprived of the right to work in state agencies in the field of pharmaceuticals for 2 years; he was assigned a 5-year RLO.
S. Saidov (born in Tashkent in 1975, worked as the Chairman of the Pharmacology Committee of the SUE “State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment”) was deprived of the right to work in leadership positions in state agencies for 2 years; he was assigned a 4-year RLO.
J. Shamshetov (born in the Republic of Karakalpakstan in 1991, worked as the chief specialist of the registration department of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment), A. Jalilov (born in Tashkent in 1992, worked as a leading specialist of the Pharmacopoeia Committee of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment) and G. Khalilova (born in Tashkent region in 1963, leading specialist of the Pharmacology Committee of the State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment) – each of them was deprived of the right to work in state agencies in the field of pharmaceuticals for 2 years and assigned a 5-year RLO.
G. Boltaboyeva (born in Tashkent in 1968, head of the laboratory for quality control and standardization of medicines of the SUE “State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment”) was deprived of the right to work as a department head in state agencies for 2 years; she was assigned a 3-year RLO.
M. Khamdamov (born in Tashkent in 1985, worked as the director of “Scientific Center for Standardization of Medicines” LLC) was assigned a 4 year RLO; he was deprived of the right to work in leadership positions in state agencies for 2 years and 6 months. Pursuant to Article 62 of the Criminal Code; an RLO of 2 years, 10 months and 1 day was maintained.
Sh. Kholmurodov (born in Navoi region in 1992, worked as the head of the Certification Body of “Scientific Center for Standardization of Medicines” LLC) was deprived of the right to work in leadership positions in state agencies for 2 years and 6 months; he was assigned a 4-year RLO. According to Article 62 of the Criminal Code, an RLO of 3 years, 4 months and 24 days was maintained.
N. Shukurullaeva (born in the Republic of Karakalpakstan in 1988, head of the Testing Center of “Scientific Center for Standardization of Medicines” LLC) was imposed a fine of 110 BCAs, that is, 33,000,000 soums.
Sh. Abduganiyev (born in 1985 in Tashkent region, worked as deputy director of “Scientific Center for Standardization of Medicines” LLC), F. Fayziyev (born in Tashkent in 1986, worked as the deputy head of the Certification Body of “Scientific Center for Standardization of Medicines” LLC) and I. Mirzayokubov (born in 1991 in Fergana region, worked as the deputy head of the Testing Center of “Scientific Center for Standardization of Medicines” LLC) – each of them was deprived of the right to work in state agencies in the field of pharmaceuticals for 2 years; an RLO of 2 years was imposed.
F. Tolipov (born in Tashkent in 1977, worked as the chief specialist of the registration department of the “State Center for Expertise and Standardization of Medicines, Medical Products and Medical Equipment” SUE, chief specialist of the Pharmacology Committee) was sentenced to 3 years and 3 months of imprisonment. It was decided to serve the appointed sentence in penal colonies.
F. Nazarov (born in 1970 in Syrdarya region, director of “Origin Solution” and “Medreg” LLCs) was sentenced to 3 years of correctional work with 20% of his salary deducted for the state interest.
Also, the defendants Singh Ravendra Pratap, N. Mirzaakhmedova, S. Kariev, A. Azimov, N. Musaev, Sh. Shodmanov and J. Erkiniy have been imposed the following sentences:
· 1 billion soums to each of the legal representatives of 68 deceased and 4 seriously ill children who were poisoned by “Doc-1 Max” and “Ambronol” drugs;
· 500 million soums to each of the legal representatives of 4 children whose health is satisfactory 200 million soums;
· moral damages of 200 million soums for each of the legal representatives of 8 children whose health has improved.
