MIA identifies 800,000 at risk of committing or falling victim to crime
In 2024, preventive inspectors and neighborhood representatives compiled a list of over 800,000 individuals who are at high risk of committing or becoming victims of offenses through door-to-door visits. The Ministry of Internal Affairs (MIA), which reported this information, did not clarify the specific criteria by which these individuals were included in the list.

According to the Cabinet of Ministers' Resolution No. 801, dated November 30, 2024, responsibilities have been assigned to representatives of the "Neighborhood Seven" in carrying out social prevention activities. On January 29, during a briefing at the Agency of Information and Mass Communications (AIMC), the spokesperson for the Public Security Department of the Ministry of Internal Affairs, Muzifa Sultanova, provided information on the implementation of these tasks.
"As a result, throughout the past year, preventive inspectors and neighborhood representatives conducted door-to-door visits and compiled a list of over 800,000 individuals at high risk of committing or becoming victims of offenses. Conclusions were provided for more than 588,000 of them, and the problems of over 400,000 citizens were resolved positively by neighborhood representatives," the MIA spokesperson stated.
Muzifa Sultanova’s statement did not provide an explanation regarding the specific criteria by which hundreds of thousands of citizens were classified as "high risk of committing or becoming victims of offenses."
Additionally, it was reported that in 2025, 84 neighborhood law enforcement centers will be established, covering 419 neighborhoods with a high crime rate in the regions of Fergana, Andijan, Namangan, Samarkand, and Tashkent. This system will later be extended to other regions as well.
