Ministry of Energy authorized to adjust social norms for electricity and gas duration
The Ministry of Energy, in coordination with the government, has been granted the authority to adjust the duration of basic norms for heating and other seasonal periods based on air temperature, as stated in a decree adopted by the Cabinet of Ministers.

According to the decree, the Ministry of Energy, Regional Electric Networks JSC, and Hududgaztaminot JSC will announce any changes to the duration of basic norms through their official websites and mass media.
Starting from May 1, 2024, social (basic) norms for the use of electricity and natural gas were introduced for household consumers (residential households).
Specifically:
- Electricity – up to 200 kWh per month;
- Natural gas (from March to October) – up to 100 cubic meters per month;
- Natural gas (from November to February) – up to 500 cubic meters per month.
Taking into account the geographical and climatic conditions, the heating season in the Republic of Karakalpakstan and Khorezm region is defined differently from other regions of the country, from October to February. Within the social norm framework, electricity and natural gas are provided to the population at preferential rates.
On March 1, 2025, the basic norm of 500 cubic meters for natural gas during the heating season was extended by the Ministry of Energy until April 1, due to the air temperature being lower than normal. Previously, such authority was only held by the Cabinet of Ministers.
