Cadastre Agency to conduct mass appraisal of land and property
President Shavkat Mirziyoyev has signed a decree to implement a mass real estate appraisal system, aiming to bring cadastral property values closer to market prices.
Published in the Lex.uz database, the new system is expected to assess over 8 million residential and non-residential properties and 7 million land plots across Uzbekistan, ensuring their valuation as economic assets.
The introduction of this system is intended to ensure the "principle of fairness" in taxation. Additionally, it is expected to create the most comprehensive real estate market database possible.
A pilot mass appraisal of real estate will be conducted in Tashkent in 2025–2026. Starting in 2026, similar work will begin in Nukus and regional centers, followed by implementation in other areas from 2027.
To implement the mass appraisal, a specialized national center will be established under the Cadastre Agency. Its key responsibilities will include:
- Assessing property values in alignment with market prices;
- Developing, maintaining, and updating the mass appraisal database, with results automatically recorded—eliminating the need for separate applications or fees;
- Monitoring and analyzing the real estate market using mass appraisal data.
The Cadastre Agency will be responsible for organizing the mass appraisal system and approving its results. It will also be tasked with making proposals for regulating the appraisal process and improving its methodology.
The Ministry of Economy and Finance, together with the Cadastre Agency, has been instructed to develop an automated system for "Mass Real Estate Appraisal." Additionally, a system for monitoring the real estate market and collecting, processing, and analyzing related data will be launched.
By December 1, proposals must be submitted on reducing tax rates and adjusting the tax bases for property and land taxes on properties and plots that have undergone mass appraisal.
Furthermore, by the end of 2026, a draft law on mass real estate appraisal must be developed and submitted to the Cabinet of Ministers. The law should take into account the results of the Tashkent experiment, international experience, and expert recommendations.
