Families living in poverty to receive tailored assistance based on new social support system
According to a presidential decree, families in Uzbekistan will now be categorized as “red,” “yellow,” and “green,” with social support measures being provided based on their classification.
A presidential decree on “Further improvement of the state social support system for poor families” has been adopted.
According to the decree, starting from May 15, 2025, families included in the register of poor families, as well as those at risk of falling into the register, will be categorized into three groups: “red,” “yellow,” and “green,” and social support measures will be provided based on their classification.
The “red” category includes families whose average monthly income per member is lower than the minimum consumption expenditure, and who meet at least one of the following criteria:
- At least one member is unable to work due to health conditions;
- The family has a member requiring care, including a child with a disability;
- The family consists of a single elderly or disabled person requiring care from others;
- The family has lost its breadwinner or has a breadwinner in a correctional facility.
The “yellow” category includes families whose average monthly income per member is lower than the minimum consumption expenditure, but whose members are able to work.
The “green” category includes families whose average monthly income per member is between 1 and 1.5 times the minimum consumption expenditure, and who meet at least one of the following criteria:
- The family has been removed from the “red” or “yellow” categories;
- The family is at high risk of being included in the poor families’ register.
Starting from June 1, 2025:
Social services, assistance, and benefits prescribed for families included in the Unified Social Protection Register will also be applied to families included in the Poor Families Register. From January 1, 2026, these services will only be available to families included in the Poor Families Register.
For using state services, families in the “yellow” category will receive a 50% discount on duties, fees, and other payments, while families in the “red” category will receive a 75% discount.
When poor families move from the “red” or “yellow” categories to the “green” category, the social support measures they are receiving will remain in place for the next twelve months.
