At the meeting, the president scrutinized the performance of the Oversight Inspection.
“Why was the Oversight Inspection granted so much authority? Is it just to curry favor with ministers and blindly submit whatever they provide without thoroughly investigating the issues or recommending penalties for those at fault?” the president said.
Taking into account the deficiencies and problems in its operation, a decision was made to abolish the Oversight Inspection effective immediately.
In its place, a completely new system will be introduced to strengthen discipline in implementation and improve responsiveness to public concerns.
Going forward, the responsibility for monitoring execution discipline will be assigned to the Accounts Chamber, whose powers will be expanded.
The Accounts Chamber will not only ensure that funds allocated by decisions are used appropriately, but will also assess the effectiveness of spending and the level of public satisfaction.
Each month, the Chairperson of the Accounts Chamber will analyze the effectiveness of implementing decisions and submit proposals to the President regarding weak points, underperforming officials, and failing systems.
For context, Saidlaziz Saidkarimov had led the Oversight Inspection since August 2022. He previously served as Deputy Prosecutor General and Deputy Chair of the Accounts Chamber. In his role as head of the inspection, he had broad powers, including overseeing the enforcement of presidential decrees and directives and proposing measures against officials who neglected these tasks.
