According to the presidential decree “On Measures to Enhance Efficiency, Proactiveness, and Performance in the Public Administration System,” any future legal acts or draft regulations will now be developed based on the research of scientific and analytical institutes under the Presidential Administration, as well as recommendations from scholars and local and international experts.
Key national initiatives will be implemented through dedicated project offices. A compliance system will also be introduced within the administration to promote transparency, reinforce implementation discipline, and prevent corruption.
The decree also introduces the position of presidential representatives in certain areas of governance.
As part of the reforms, the functions of the dissolved AOKA will be replaced by the newly established National Content Creation Center, aimed at producing high-quality content for public communication.
Public accountability of government bodies is being increased. The institution of press secretaries will be further strengthened, and a new system of communication with the population and media engagement will be launched.
Additionally, the decree enhances the decision-making independence of ministries and government agencies, helping reduce bureaucratic processes and expanding opportunities for proactive governance.
A clear list will be established identifying which matters should be regulated by government resolutions, ministerial documents, and decisions by local state authorities.
From now on, agencies will be allowed to independently adopt regulatory legal documents within the scope of their delegated powers.
Furthermore, during the registration process of ministerial documents with the Ministry of Justice, the option for revision and editing will be made available. These documents may also incorporate legal norms in the process of aligning them with international standards.
