Uzbekistan considers broader visa-free access under 2040 tourism strategy
Reformatics, a global consulting firm, has presented an interim report on the development of Uzbekistan’s tourism strategy through 2040, according to the Agency for Strategic Reforms.
The presentation was attended by representatives of the Tourism Committee, the Ministry of Ecology, the Ministry of Foreign Affairs, and other government agencies. Nika Gilauri, head of Reformatics, emphasized Uzbekistan’s strong tourism potential based on its historical and cultural heritage and geographic location.
In 2024, tourism revenue accounted for 4.7% of Uzbekistan’s GDP – more than twice below the global average of 10%. While the share of foreign visitors traveling for tourism grew from 8.3% in 2021 to 15%, the sector’s overall revenue remains low compared to other countries.
To increase tourist flows and attract higher-spending travelers, Reformatics experts proposed a number of measures. One of the key recommendations was to simplify visa procedures and expand the list of countries eligible for visa-free entry.
The company also advised diversifying air travel routes, introducing a tourism product catalog and an event calendar. Adventure and entertainment tourism were highlighted as promising segments for development.
Reformatics further recommended modernizing Uzbekistan’s gastronomy sector and culinary education with a focus on attracting tourists. It also stressed the importance of promoting modern infrastructure and increasing investment in tourism-related facilities.
Bahodir Rakhmatov, head of the Agency for Strategic Reforms, called on Reformatics to give greater attention to domestic tourism and promote ethnographic tourism. Uzbekistan has also requested the firm’s input on improving tourism legislation, including the Law on Tourism.
In January, Reformatics signed a tripartite agreement with the Tourism Committee and the Agency for Strategic Reforms to develop the strategy. As part of the partnership, the company previously announced plans to open a representative office in Tashkent.
