The report emphasized that the act of clemency does not cancel the fact of the crime committed but is rather “an opportunity for those who have acknowledged their guilt, repented of their actions, and demonstrated a desire for improvement.”
According to the decree, 523 prisoners were pardoned in total, including:
- 195 individuals fully released from punishment
- 147 conditionally released before the end of their sentence
- 87 whose punishment was replaced with a lighter sentence
- 94 whose prison terms were reduced
Among the pardoned are:

- 31 people over the age of 60
- 220 people under the age of 30, including one minor
- 8 foreign citizens – 6 from Tajikistan and 1 from Sierra Leone

To ensure the implementation of the decree, the Prosecutor’s Office and relevant authorities have been tasked with delivering the released individuals to their places of residence and deporting foreign nationals to their home countries in accordance with established procedures.
