Uzbekistan and Russia may allow travel with domestic passports

“Talks on this matter are ongoing, and the necessary internal state procedures are being carried out. The parties are currently working on certain details, so it is too early to speak about exact timelines,” the Russian Foreign Ministry press service told Izvestia.

In May 2025, it was reported that Uzbekistan was considering granting citizens of Russia, Kazakhstan, and Azerbaijan the right to enter for up to 30 days using domestic documents or ID cards, while children could travel with a “Kinder Passport.” This initiative was included in the presidential decree signed by Shavkat Mirziyoyev on May 15, 2025, aimed at sharply increasing tourist inflows.

Currently, Uzbekistan and Russia maintain a visa-free regime. Russian citizens must present a foreign passport to enter Uzbekistan. Those staying in the country for more than 15 days are required to register their temporary residence no later than the 15th day of their stay, either through a hotel or at a passport office.

Uzbek citizens are also required to use a foreign (red) passport when entering Russia. Temporary visitors from Uzbekistan must register with regional offices of the Russian Interior Ministry’s Main Directorate for Migration Issues within seven business days after crossing the border. Starting June 30, 2025, foreign nationals entering Russia visa-free will be required to pre-register through the Gosuslugi RuID mobile app and obtain a QR code.
