Uzbekistan’s digital drive: Residence registration for foreigners, AI in healthcare and online rent support
From January 2026, foreign nationals will be able to register their residence in Uzbekistan through the Unified Portal of Interactive State Services, according to a presidential decree on the accelerated introduction of digital technologies. The decree also simplifies cross-border payments for IT Park residents.
As part of the “Digital Government” program, Uzbekistan aims to raise the share of electronic public services to 70% by the end of 2026. More than 100 new digital services for citizens and businesses will be introduced, with 10 types of services becoming proactive and composite.
To strengthen telecommunications infrastructure in the regions, 66,000 kilometers of fiber-optic lines and 2,200 base stations are planned for installation. In addition, over 100 new electronic systems are to be implemented.
Starting from November 1, mobile operators, banks, and payment providers will be able to integrate paid state services from UPISS into their mobile applications, in compliance with cybersecurity requirements.
On the same date, students at state universities will be able to submit applications through EPIGU for partial rent compensation. Also, the requirement to reissue vehicle registration certificates after installing gas cylinders will be abolished.
In the water management sector, beginning November 1, all administrative procedures related to water supply for farmers, dehkan households, and businesses must be conducted electronically through the unified system “Suv hisobi” (Water Accounting).
From January 1, 2026, applications for social assistance, household registration, and community engagement in neighborhoods will be managed via the “Digital Mahalla” platform. The Ministry of Digital Technologies and the Mahalla Association must launch a neighborhood registry by October 15, which will become mandatory from November under the “Digital Government” framework.
Another reform starting in January will allow temporary residence registration of foreign nationals and stateless persons through UPISS for up to one year.
By December 2026, the government plans to establish a unified integration platform, OASIS, under “Digital Government” to streamline the development and operation of state information systems.
The health sector will also see AI-driven innovations. By the end of 2026, the “Digital Healthcare” platform will integrate two modules: a “voice assistant” to automatically transcribe doctors’ speech during patient examinations, and a “digital assistant” to support accurate diagnosis.
