Rectors granted authority to set tuition fee amount for applicants below admission threshold
Applicants who fall short of the admission threshold by more than 4.05 points will have their differentiated tuition fee amount set by university rectors. This amount cannot be lower than three times the base tuition contract.
According to the Ministry of Higher Education, the amount of differentiated tuition contracts for the 2025/2026 academic year will be determined by the rectors (or directors) of higher education institutions.
Based on the decision of the State Commission, for the 2025/2026 academic year, applicants who scored 56.7 points or higher in entrance exams but were not recommended for admission to undergraduate programs will be eligible for additional enrollment under differentiated tuition contracts. The amount will be determined by rectors (or directors) according to the following procedure:
- For applicants who missed the admission threshold by up to 4.05 points, the differentiated tuition contract amount will be set in accordance with the Regulation approved by Resolution No. 578 of the Cabinet of Ministers on 13 September 2025.
- For applicants who missed the admission threshold by more than 4.05 points, the differentiated tuition contract amount will be set independently by the rector (or director) of the higher education institution at no less than three times the base tuition contract.
All higher education institutions must approve and publish the minimum differentiated tuition contract amounts for undergraduate programs and study formats for the 2025/2026 academic year on their official websites no later than 25 September 2025.
Applicants admitted under differentiated tuition contracts for the 2025/2026 academic year will be allowed to pay 50 percent of the annual tuition fee by 31 October 2025 (inclusive).
In addition, applicants who participated in the entrance exams and were recommended for admission under a state grant or regular tuition contract in their second to fifth choice of undergraduate programs will, at their request, be allowed to study under a differentiated tuition contract in their first-choice undergraduate program (with the exception of those admitted under targeted admission).
