Government to integrate over 50 agency databases into a national system

In Uzbekistan, interagency databases will be integrated into the unified data center of the e-government system. The migration of data is planned for 2025–2026. Once the process is completed, government bodies will no longer be allowed to store data on their own servers.

President Shavkat Mirziyoyev announced the decision at a meeting held on October 21.

The president noted that in recent years, significant progress has been made in digitalizing work processes and data across ministries and agencies. In particular, the digital government platform has enabled data exchange between government bodies without human involvement and allowed startups to integrate their software products into the platform and use its data.

However, according to the president, these efforts are not sufficient for the rapid development of artificial intelligence. The fact that ministries and agencies currently store data across various servers in different formats has slowed down progress.

In this regard, the president instructed that by the end of 2025, 55 data systems of ministries and agencies be transferred to the unified data center of the e-government system, and by 2026, all remaining databases should follow. After that, ministries and agencies will no longer be permitted to store data on their own servers.

Additionally, by the end of 2026, Uzbekistan will launch a Data Lake platform designed to consolidate large volumes of digital data, enabling their processing, analysis, and utilization.

According to a source cited by Gazeta.uz, each ministry previously purchased servers independently, which often led to inefficient spending, excessive procurement, and corruption schemes. The lack of a unified approach meant that some agencies acquired overly powerful equipment that was only partially utilized, while others bought weak servers and soon requested additional funds. As a result, government institutions ended up with incompatible hardware, creating maintenance problems and frequent malfunctions.

Some organizations, such as the Supreme Court, took a more rational approach to this issue. Nevertheless, the overall situation demonstrated the need for centralization. Consequently, a centralized eGov data center was established in 2021, allowing ministries to access required capacities based on their needs and pay only for what they use.

It is worth recalling that in August 2022, President Mirziyoyev visited the unified data storage and processing center of the “Electronic Government” system in Zangiota district, Tashkent region. The center reduces data storage and maintenance costs while improving the quality of public services. The president described the center as “the heart of the country’s digitalization.”

Under a presidential decree, by the end of 2026, Uzbekistan will develop a unified digital platform for state information systems – OASIS (Uzbekistan’s Information Systems Integration Service). The platform will provide:

  • a unified technological approach to the development and improvement of state information systems;
  • optimization of the system creation process through modular technologies;
  • enhanced flexibility, security, and efficiency of government information systems.

The Digital Government Project Management Center has been designated as the operator of the OASIS platform.

Starting from November 1, 2025, startup projects participating in the “Digital Startups” program and the Central Bank’s regulatory sandbox will be granted free access to the Digital Government Data Platform for up to one year.
