Gov’t introduces A1 license for mopeds and scooters from 2026
From 1 January 2026, Uzbekistan will introduce a new “A1” minor category driver’s license for operating mopeds, scooters, and other small motorcycles. According to the government decree, attending a driving school will not be required to obtain this license. Holders of existing A, B, C, and D category licenses will automatically be authorized to operate vehicles in the A1 category.
The A1 license applies to small motorcycles with:
- Maximum design speed of 25 km/h,
- Engine capacity up to 25 cm³, or
- Nominal power not exceeding 0.25 kW.
Vehicles intended for individual movement are excluded from this category.
To obtain the A1 license, applicants do not need a certificate of completion from a driving school. They can prepare either independently or by attending optional online or offline courses.
For the theoretical exam, candidates must correctly answer at least 16 out of 20 questions to be considered as having passed and to proceed to the practical exam.
Starting 1 January, holders of A, B, C, and D licenses will also have the right to operate A1 category vehicles.
Within three months, electronic learning materials will be developed to help all users acquire the necessary knowledge and skills in traffic rules, vehicle safety, and other relevant areas. These materials will be freely accessible to everyone.
