Tashkent launches automated master plan compliance check for new buildings
Applications for construction approval in Tashkent will now be automatically checked against the city’s master plan, ensuring that projects meet designated urban development standards. If a project’s height or other parameters do not comply with the master plan, the application will be automatically rejected, according to the press service of the Unified Portal of Interactive Public Services.

The new procedure applies only to projects planned within the city of Tashkent and will streamline the approval process for design and cost estimate documentation.
When submitting an application, developers will now be required to provide additional details about their projects, including:
- number of buildings;
- number of floors;
- building footprint area;
- total floor area of premises.
This information will undergo an automated cross-check in the Shaffof qurilish (“Transparent Construction”) system, comparing the submitted data with zoning and development parameters defined in the Tashkent city master plan.
The platform’s developers emphasize that this system fully eliminates the human factor in the preliminary verification process.
If the application meets all master plan requirements, it will be forwarded to the Ministry of Construction and Housing and Communal Services and other relevant government bodies for final review. Otherwise, it will be automatically rejected, and the applicant will receive a corresponding notification.
The application fee remains unchanged at 45 percent of the base calculation value (UZS 185,400), and each application will be reviewed within 14 working days.
Officials expect the reform to increase transparency, reduce bureaucratic delays, and prevent unauthorized construction in the capital.
