The proposal would not change the overall length of the working day. Employees would simply start work one hour earlier and finish one hour earlier.
According to the city administration, many social institutions, some government bodies, enterprises and other organizations already begin work at 8:00 a.m. This is also when the city becomes fully active and residents begin seeking government and municipal services.
The administration said it would therefore be appropriate for city authorities and their affiliated services to be ready to serve residents from the same time.
Aligning working schedules could also make it easier to coordinate issues involving several government agencies, the proposal said.
Analysis by the Tashkent Road Traffic Management Center suggests that staggering the start of the working day could help reduce pressure on the road network during the morning rush hour.
If the new schedule is introduced, lunch breaks would also be adjusted accordingly. This could help distribute traffic flows and demand at catering establishments more evenly throughout the day.
The Tashkent city administration is studying public opinion before making a final decision. If the proposal receives public support, it will be submitted for approval in accordance with the established procedure, including consultation with trade union organizations.
The results of the public survey will be announced on August 28.
