Uzbekistan to open winter transfer applications for university students on 20 December
Applications for winter semester transfers between state universities in Uzbekistan will open on 20 December, with the process limited strictly to in-person submissions and only two officially recognized grounds for eligibility.
According to the Ministry of Higher Education, transfers will be permitted exclusively between state higher education institutions and only under the following circumstances:
- when a student gets married and wishes to continue studies at the university located in their spouse’s permanent place of residence;
- when the workplace of a government employee is reassigned, allowing the employee’s spouse or minor child to transfer to a university in the new location. In such cases, a recommendation letter from the relevant ministry or agency head is required.
Applications must be submitted offline to regional working groups between 20 December and 20 January. Online submissions are not accepted, and no digital application system is planned for this process.
Students or their immediate family members will be required to provide the following documents in person:
- a transfer application form (issued and completed on-site by the regional working group);
- a copy of the student’s grade book, academic reference, or transcript (any one is sufficient);
- a copy of the applicant’s passport;
- official documents confirming one of the two valid reasons for transfer.
To ensure proper processing, working groups have been established at all responsible universities, and all issues related to winter transfers will be handled through these designated teams.
