Uzbekistan moves to livestream Constitutional Court hearings and expand digital access

President Shavkat Mirziyoyev signed a decree on December 18 aimed at improving the operations of Uzbekistan’s Constitutional Court. The document has been published on Lex.uz.
The decree is intended to expand access for citizens and organizations to the protection of constitutional rights and to simplify the review of complaints. Under the new framework, the Constitutional Court will receive expanded powers to exercise more active oversight of the executive branch.
Petitions on matters within the Constitutional Court’s jurisdiction submitted by citizens and legal entities that are not entitled to apply directly to the court will be forwarded to bodies authorized to do so.
Measures have also been approved to strengthen the effectiveness of the constitutional complaint mechanism. If the Constitutional Court finds that a law applied by another court in a specific case is inconsistent with the Constitution, this will serve as grounds for reviewing the judicial ruling. In cases where the Supreme Court applies to the Constitutional Court to assess the constitutionality of a regulatory legal act to be used in a particular case, proceedings in the lower court will be suspended.
A program to digitalize the work of the Constitutional Court has also been approved. Court participants will receive electronic notifications about the time and venue of hearings via the “Court notification” e-service and through the mobile application of the Unified Portal of Interactive Public Services (EPIGU).
Participants will be able to attend Constitutional Court hearings via videoconference, including through a mobile application.
From August 1, 2027, the E-KSUD system is to be introduced at the Constitutional Court on a pilot basis. The system will allow users to track the status of electronic submissions to the court and their consideration in real time.
Based on the E-KSUD platform, interactive constitutional justice services will be provided to improve convenience for citizens and legal entities, with particular attention to persons with disabilities. The platform will also be used to broadcast Constitutional Court hearings online.
President Mirziyoyev reviewed proposals to improve the work of the Constitutional Court on December 17. In addition to constitutional justice issues, the presentation also addressed bringing economic and administrative courts closer to the public and to entrepreneurs.
