Uzbekistan plans to fully digitalize access to social services

A presidential decree has introduced a system for providing comprehensive social and rehabilitation services to socially vulnerable groups across Uzbekistan’s regions, stipulating that all procedures related to accessing these services will be carried out fully in electronic form.

The decree, titled “On measures to establish a system for providing comprehensive social and rehabilitation services to vulnerable segments of the population in the regions”, sets out the framework for the reform.

Under the decision, the experience of Territorial Social Services Centers launched on a pilot basis in 2025 in Andijan city and Tashkent will be used to gradually open 20 such centers nationwide in 2026–2027. In particular, the centers in Andijan city and Tashkent’s Shaykhontohur district will serve as the primary models.

The main areas of activity for the territorial centers include:

  • organizing the provision of social services and assistance to socially vulnerable groups of the population;
  • studying the social adaptation challenges faced by children in difficult life situations and facilitating their integration into society.

In addition, the centers will provide rehabilitation, habilitation, physiotherapy, therapeutic physical training, as well as care and supervision services to people in need of social protection.

Individuals entitled to preferential access to social services will be able to use the services of territorial centers based on referrals issued by Inson Centers.

In line with the decree, all procedures related to accessing services at the territorial centers will be conducted entirely in electronic form.
