More than 165,000 drivers penalized under traffic points system in 2025

Traffic authorities have released data on drivers who violated traffic rules and were penalized under the new system.

The system for assigning penalty points for serious traffic violations, based on administrative offense reports issued by Road Patrol Service officers, was introduced on June 1, 2025.

According to Zoyir Yuldoshev, spokesperson for the Traffic Safety Department, three drivers recorded between 7.5 and 8 penalty points last year. Two other drivers accumulated between 6.5 and 7 points, while 12 drivers received between 5.5 and 6 points.

The largest group of drivers subject to the penalty points system, 165,193 people, accumulated between 0.5 and 5 points. It was noted that more than 50,000 drivers received penalty points during the final two months of last year.

Earlier reports indicated that more than 114,000 drivers had received penalty points during the first five months of 2025.

As a reminder, starting from April 1, 2026, penalty points will also be assigned for violations recorded by automated photo and video cameras.

At present, penalty points are applied only on the basis of administrative reports officially issued by Road Patrol Service officers.

The agency also emphasized that penalty points are assigned to the driver who was operating the vehicle at the time the violation was committed.

In addition, under a Cabinet of Ministers resolution, drivers who do not violate traffic rules for 12 consecutive months are eligible for incentives: if they commit a violation for the first time in the subsequent period, no penalty points are assigned. Drivers who accumulate more than 12 penalty points are stripped of their right to operate a motor vehicle.
