Court fines Hududgaz Kashkadarya head for failing to return UZS 2.6 billion to entrepreneur
The Business Ombudsman has stepped in after the head of Hududgaz Kashkadarya was fined for failing to return UZS 2.6 billion to an entrepreneur. The branch has indicated plans to submit a repeat complaint to the Prosecutor General’s Office.
According to the press service of the Commissioner under the President for the Protection of the Rights and Legitimate Interests of Business Entities, an appeal circulated on social media addressed to Hududgazta’minot board chairman Marufkhon Khodjaev requested assistance in recovering the funds lawfully. The appeal stated that company employees had failed to return more than UZS 2.6 billion to the entrepreneur, disregarding a resolution issued by an investigator of the Surkhandarya Regional Prosecutor’s Office.
The Hududgaz Kashkadarya branch later commented, noting that it had filed a repeat complaint with the Prosecutor General’s Office against the July 29, 2025 resolution of the Surkhandarya Regional Prosecutor’s Office.
The Business Ombudsman confirmed that, despite the prosecutor’s office decision to close the criminal case and order the return of the funds, the UZS 2.6 billion had not yet been returned to Muborak avto gaz.
An administrative offense report was drawn up under Article 241–9 of the Code of Administrative Liability (illegal transfer or withdrawal of funds, or their untimely return). Following a court decision, Hududgaz Kashkadarya branch director Ulugbek Ernazarov was fined 20 base calculation units, totaling UZS 8.24 million.
The agency added that steps are currently underway to ensure the funds are returned to the entrepreneur’s account.
According to the Unified State Register of Enterprises and Organizations, Muborak avto gaz was registered in January 2011 in Kashkadarya region. The company, with an authorized capital of UZS 1.53 billion, operates in the “retail trade of motor fuel in specialized stores.” The sole founder is Khabib Khusainov, and the company is headed by Jamshid Erniyozov.
