Uzbekistan sets new aviation targets to strengthen regional air travel

Uzbekistan plans to significantly expand regional air transport services that bypass Tashkent, according to the draft updated Uzbekistan – 2030 Strategy.

By 2030, the total number of flights is planned to increase to 200,000, of which 41,000 will be domestic services. Over the next five years, international flights may grow by more than 42 percent, while domestic flights are projected to increase by only 10.8 percent. As a result, the share of regional flights is expected to decline from 26.4 percent to 20.5 percent.

At the same time, the authorities plan a sharp increase in the number of regional flights that are not connected to Tashkent. Over five years, the number of such flights is expected to rise by more than 2.5 times – from 624 in 2026 to 1,560 in 2030.

As a result, the share of flights not linked to the capital will increase from 1.68 percent to 3.8 percent of all regional flights.

In the previous version of the strategy, approved in September 2023, it was planned to increase the number of such flights fourfold.

In October 2025, President Shavkat Mirziyoyev signed a decree on improving state policy in the field of civil aviation and defined the main development targets through 2030. The decree provides for the following goals:

  • expanding the combined aircraft fleet of domestic airlines to 180 aircraft;
  • increasing the annual number of domestic and international flights to 200,000;
  • boosting annual passenger traffic to 24 million people.
