Namangan to pilot system linking tax debt to electricity payments

Authorities in Uzbekistan will introduce a new system in Namangan region that links unpaid property and land taxes to electricity payment services, the State Tax Committee has announced.

The pilot project will begin on April 16, 2026, and will apply to individuals whose tax debt exceeds UZS 1 million.

How the system will work

Under the new mechanism, tax authorities will attempt to recover outstanding liabilities through the electricity billing system once a taxpayer’s debt surpasses the set threshold.

Before any restrictions are applied, citizens will receive several stages of notification:

  • an initial notice informing them of accrued taxes;
  • a reminder via SMS;
  • a notification through the Soliq mobile app, if installed;
  • an alert sent to the user’s personal account on my.gov.uz portal.

If the debt remains unpaid, an additional SMS warning will inform the individual that restrictions on electricity payments may be imposed.

Temporary restrictions for non-payment

If all warnings are ignored and the tax debt is not settled, the individual’s ability to pay for electricity will be temporarily restricted.

Once the outstanding amount is paid, the restriction will be lifted immediately through the system.

The authorities emphasized that the measure is designed to improve tax collection efficiency while providing multiple opportunities for voluntary compliance.

Possible nationwide rollout

The system will initially be tested in Namangan region. If the pilot proves successful, it may be expanded to other regions across the country.

The Tax Committee is expected to submit proposals to the government on nationwide implementation by October 1, 2026, based on the pilot results.
