Authorities in Tashkent overturned 954 unlawful refusals to open criminal cases in 2025, highlighting instances of crime concealment. In three cases, crimes had not been registered.

The figures were outlined in a document published by the Tashkent City Council of People’s Deputies. Of the overturned decisions, 537 were made at the agency level and 417 at the district level, including 23 involving serious crimes.
A total of 30,600 crimes were recorded in the capital in 2025, down from 32,100 a year earlier, a decline of 4.7%. More than half – 16,248 cases – were related to cybercrime.
The report said the number of crimes involving information technologies has increased 164-fold over the past five years.
Authorities also overturned 124 additional refusals to open criminal cases and 70 decisions to terminate or suspend investigations as part of oversight activities.
Controls over crime reporting in the “E-material” system have been tightened, the document said.
Authorities also identified 3,927 cases of unauthorized land occupation, covering 61.2 hectares. Criminal cases were opened in 123 instances, with damages exceeding UZS 134 billion.
At a January 27 meeting, President Shavkat Mirziyoyev criticized law enforcement agencies over their handling of cybercrime, organized crime and fraud, saying the system was failing to meet current challenges.
