Over 70% of apartment construction disputes in Uzbekistan resolved in favor of buyers
Homebuyers have recovered more than UZS 24.4 billion following a series of successful complaints related to apartment building construction.
The Competition Promotion and Consumer Protection Committee reported that the reimbursements stem from cases involving poor construction quality, delayed property delivery, and improper charges for services that were never provided.
According to the committee, a total of 2,057 housing–related complaints were filed between early 2025 and the end of February 2026. Data from 2025 shows that 33.8% of the 1,700 complaints received involved substandard construction, while 33.1% cited significant delivery delays. Additionally, 13.5% of cases concerned charges for unrendered services, with the remaining 1.3% addressing various other grievances. This trend continued into the first two months of 2026, during which over 350 similar complaints were submitted for review.
In one notable case, a resident of the Surkhandarya region paid approximately UZS 1.4 billion for an apartment under construction in Tashkent. The developer not only failed to deliver the property on the agreed schedule but was also found to have performed substandard work. Following a formal review by the committee, the buyer received a full refund of the investment.
Overall, 1,529 complaints – representing 74.3% of the total cases reviewed – were resolved in favor of the consumers. These resolutions resulted in a total of UZS 24.37 billion being reimbursed to homeowners. The committee highlighted that these results underscore the importance of consumer vigilance and the effectiveness of current legal frameworks in protecting citizens' rights within the rapidly expanding domestic real estate market.
