Big pay for better oversight: Uzbekistan overhauls construction supervision incentives
Designers and client-side supervisors involved in state-commissioned construction projects in Uzbekistan will have their compensation tied to Key Performance Indicators (KPIs), with monthly salaries set to triple.

If serious violations are identified at a construction site, strict measures will be taken against both the contractor and the supervisors. Additionally, the designer’s rating on the “Transparent Construction” platform will be downgraded.
In 2025, designers and client-side supervisors identified approximately 42,000 deficiencies at construction sites across Uzbekistan. During the same period, the Inspection for Control in the Sphere of Construction and Housing and Communal Services discovered more than 250,000 violations.
President Shavkat Mirziyoyev stated during a meeting on April 14 that these issues stem from a lack of incentives for designers and project clients to conduct proper technical and author supervision. To address this, starting June 1, the performance of state clients will be fully linked to KPIs, and employees’ salaries will be tripled.
Under the new regulations, up to 5% of the total project cost will be allocated to the preparation of design documentation, while payments for author supervision will be handled under a separate contract.
Furthermore, surveillance is being scaled up. Last year, 400 construction supervisors were equipped with body cameras, and 1,221 social and infrastructure facilities were fitted with surveillance systems. Moving forward, all budget-funded social facilities valued at over UZS 3 billion – along with multi-story residential buildings, major industrial enterprises, hotels, and tourism facilities – must be equipped with online surveillance cameras.
The National Committee for Sustainable Development and the Housing Market has been instructed to draft legislation imposing financial penalties for serious breaches of urban planning regulations.
