According to a presentation held under the leadership of the president on Friday, the initiative aims to enhance social support and mobility for some of the country's most vulnerable populations.
Under the new regulations, individuals with Group I disabilities will be fully exempt from paying fares on urban public transport. Recognizing the necessity of assistance for this group, the decree also extends the right of free travel to one person accompanying the individual with a disability.

Furthermore, the scope of these benefits has been widened to include citizens equated to veterans of the 1941–1945 war. This decision follows a review of existing social guarantees and is intended to streamline access to essential services for those who require consistent support.
The president approved the proposal during the session and signed the corresponding legislative acts to bring the changes into effect.
