Anti-Corruption Agency names biggest tax benefit recipients in Uzbekistan for 2025
The Anti-Corruption Agency has released a detailed analysis of tax and customs benefits used by taxpayers in 2025. Based on data provided by the Tax and Customs Committees, the total value of exemptions granted last year reached UZS 178.1 trillion. This represents a significant increase from previous years, with UZS 127.1 trillion granted in 2023 and UZS 63.4 trillion recorded in the first half of 2024.
Out of the total UZS 178.1 trillion, tax exemptions accounted for UZS 119 trillion, while customs benefits made up the remaining UZS 59.1 trillion. The energy and transportation sectors emerged as the primary beneficiaries of these financial incentives.
Excluding major state entities such as the Navoi and Almalyk Mining and Metallurgical Combines and commercial banks, Uzbekistan GTL received the highest volume of tax relief, totaling UZS 2.8 trillion. Other major recipients in the top five include Uzbekistan Airways with UZS 2.4 trillion, Uzbekneftegaz with UZS 1.7 trillion, Uzbekistan Railways with UZS 1.1 trillion, and UzAuto Motors, which benefited from UZS 899 billion in tax exemptions.
In the sphere of customs benefits, UzGasTrade – the state entity responsible for the centralized purchase and sale of natural gas – topped the list by utilizing UZS 2.1 trillion. Other significant beneficiaries included RWS Optimum, a manufacturer of reinforced concrete sleepers for railways, which received UZS 1.4 trillion, and Enter Engineering for the Korauzak Thermal Power Plant project with UZS 1.1 trillion.
Notably, the analysis highlighted that four out of the five organizations consistently utilizing the most customs exemptions are structures affiliated with Enter Engineering, collectively benefiting from over UZS 1.8 trillion.
Other prominent entities identified in the 2025 report include Asia Trans Gas, the operator of the Uzbekistan section of the Central Asia-China gas pipeline, which received 860 billion UZS in tax relief. My Freighter LLC followed with UZS 660 billion, while the Humo payment system utilized UZS 542 billion. In terms of customs privileges, the construction firm Trest 12 and Gorilla Energy LLC benefited from UZS 519 billion and UZS 414 billion respectively. This data provides a transparent look at how the state’s fiscal policy supports key industrial and service sectors across the republic.
