Energy Ministry outlines EV subsidy plan for public consultation
The Ministry of Energy has released a draft decree for public discussion regarding the payment of subsidies to customers using electric vehicle (EV) charging stations.

Based on the document, drivers who use these stations could receive a subsidy of UZS 700 per kWh under current electricity tariffs. The funds are expected to be disbursed via the "Soliq" mobile application by the 25th day of the following month.
This initiative aligns with the 2026 State Program, approved by presidential decree, which stipulates that starting from May 1, 2026, the state budget will cover the portion of electricity costs at EV charging stations that exceeds UZS 300 per kWh. Although the program was intended to commence at the start of May, the specific draft outlining the implementation procedures was presented for public review on May 2.
According to the project details, the subsidy amount is calculated as the difference between the price of electricity sold to charging stations by the Energosavdo enterprise – a subsidiary of Regional Electric Networks JSC – and the base rate of UZS 300. Currently, the electricity tariff for legal entities is set at UZS 1000 per kWh. Consequently, the subsidy would amount to the UZS 700 difference. A notable feature of this mechanism is its flexibility; if the state increases the price of electricity supplied to charging stations, the subsidy amount will rise accordingly to maintain the cost cap for consumers.
The proposed payment system utilizes the existing tax infrastructure, allowing EV owners to receive their compensation directly through their digital accounts. This support measure is planned to remain in effect from May 1, 2026, until December 30, 2030. By capping the effective cost of energy for EV users, the government aims to further encourage the transition to green transport and reduce the financial pressure on the growing community of electric vehicle owners in Uzbekistan.
