Migration Agency warns overseas job seekers against paying unregistered intermediaries

Citizens planning to work abroad must ensure that all financial transactions are conducted directly through licensed private employment agencies rather than third-party firms or individual brokers, the Migration Agency warned.

The agency reported that several job seekers have signed legitimate contracts with licensed employment firms but mistakenly transferred their registration and service fees to unrelated businesses or individual bank accounts. The authorities emphasized that such practices leave citizens legally unprotected if contractual disputes or employment scams arise later.

A state license to recruit and place workers abroad is strictly non-transferable. It applies exclusively to the specific organization to which it was issued and cannot be shared with consulting services, secondary firms, or independent intermediaries. Consequently, the legal name of the organization listed on the employment contract must perfectly match the name of the recipient account on the payment document.

The Migration Agency strongly cautioned the public against handing over cash, transferring funds to the personal debit cards of individuals, or paying secondary entities operating under the guise of "consulting services." All authorized transactions should be executed solely through the designated deposit accounts belonging directly to the licensed private employment agency.

Before finalizing any overseas employment arrangements, citizens are advised to verify the validity of the recruitment agency's license by scanning its official QR code. Job seekers should also cross–reference all details between their contracts and invoices, and securely preserve every payment check, agreement, and official correspondence.

The Migration Agency maintains regulatory oversight exclusively over officially licensed private employment firms. If citizens encounter financial disputes, fraud, or unfulfilled promises while dealing with unlicensed consulting operations or informal intermediaries, they must report these incidents directly to the internal affairs organs for criminal investigation.
