The 15th-round fixture is scheduled to be played on August 2.
In a letter sent to the PFL, Bunyodkor said its financial situation no longer allows it to cover transportation, accommodation and meal expenses for the team's away delegation.
The PFL said that, under the Super League regulations, Bunyodkor will be handed a technical defeat for failing to appear for the match against Qizilqum. If a similar incident occurs again during the current season, the issue of the club's expulsion from the Super League will be submitted to the league's Executive Committee for consideration.
Speaking to Kun.uz, Bunyodkor General Director Murod Aliyev confirmed that the club's financial problems have become so severe that it cannot afford to travel to domestic league matches.
According to Aliyev, the club received UZS 10 billion in funding during the first quarter of the year and generated around UZS 11 billion through rental agreements and other contracts. However, he said those funds were insufficient to restore the club's financial stability.
"Players and staff have not received their salaries for six to seven months. In addition, the debt to Rivaldo remains our responsibility," Aliyev said.
He added that the club is paying the price for three years of unpaid salary owed to former Brazilian football star Rivaldo, with the financial burden amounting to UZS 26 billion annually.
"We are looking for a solution to the problem. We want to seek help from our president," Aliyev said.
After 14 rounds of the current Super League season, Bunyodkor sits 10th in the standings with 19 points.
Earlier, FIFA imposed a transfer ban on Bunyodkor over its outstanding debt to Rivaldo.
