The measures are outlined in a presidential decree on additional steps to promote Tashkent's socio-economic development in 2026–2027.
Under the decree, the mayor of Tashkent will be authorized to adopt individual decisions supporting small businesses engaged in manufacturing and services that are listed in the Chamber of Commerce and Industry's registry.
As part of the new mechanism, eligible entrepreneurs may receive vacant state-owned buildings and facilities for free use for up to 10 years. In return, they will be required to renovate and equip the properties at their own expense.
The decree also allows entrepreneurs to implement investment projects on vacant land plots of up to 1,500 square meters. Once a project is completed and the constructed facility is transferred to state ownership, the entrepreneur may be granted the right to use the land free of charge for up to 15 years.
According to the document, the measures are intended to bring unused state property into economic circulation, strengthen support for small businesses, and expand manufacturing and service industries in the capital.
