The restriction applies to cash Russian rubles. Any amount exceeding the RUB 1 million limit may be confiscated if the rules are violated.
The decree also prohibits legal entities and individual entrepreneurs from taking cash rubles to Uzbekistan, Azerbaijan and Tajikistan, regardless of the amount.
Exceptions have been provided for individuals travelling through certain international airports designated by the Russian government. They may take more than RUB 1 million in cash if they provide a bank statement or other prescribed documents confirming that the full amount was withdrawn from a bank account or deposit.
Separate exceptions apply to legal entities involved in international transportation, as well as funds exported to support Russia’s diplomatic and consular missions and other official representations abroad.
The decree took effect on September 29, 2026.
