Telecom Soft, the company that conducted the procurement, confirmed the cancellation in an official comment to Kun.uz on October 14.

The tender was intended to procure equipment for systems that automatically monitor traffic violations. China’s HAC Smart Technologies won the competition with a bid of $657,000, while HMN Smart was named the reserve winner with an offer of $698,000.

The two companies’ headquarters are listed at the same address, and their websites have nearly identical menus, service sections and project portfolios.

Telecom Soft said the procurement had been thoroughly reviewed and that the purchasing commission had cancelled the tender after considering signs that the participants were affiliated and may have coordinated their actions.

The company added that it prioritizes compliance with public procurement legislation and is committed to transparency, impartiality and fair competition.
