The agreement was signed on July 30, 2026, in Cholpon-Ata. Kyrgyzstan’s Social Fund has been designated as the body responsible for its implementation. The approved proposal will now be submitted to the Jogorku Kenesh, Kyrgyzstan’s parliament.

Under the agreement, each country will independently determine a person’s eligibility for a pension based on insurance periods accumulated under its own legislation and calculate payments in accordance with its national rules.

If a person has not accumulated enough insurance years in one country to qualify for a pension, their employment periods in Kyrgyzstan and Uzbekistan will be added together.

Pensions will be transferred directly to recipients regardless of their country of residence. Delivery costs will not be deducted from the payments.

The agreement covers several types of pension benefits. In Kyrgyzstan, it applies to insurance pensions for old age, disability and loss of a breadwinner, as well as payments from the State Funded Pension Fund.

In Uzbekistan, it covers state pensions for old age, disability and loss of a breadwinner, along with payments from the funded pension system.

Separate provisions regulate the temporary assignment of employees to work in the other country and extensions of such assignments. They are intended to ensure that employees are not required to pay social insurance contributions in both countries simultaneously.

However, benefits financed from the republican budget and granted on the basis of permanent residence are excluded from the agreement.

The proposal to conclude the agreement had previously been approved by the relevant committees of the Kyrgyz parliament. The Committee on International Affairs, Defense, Security and Migration adopted its decision on September 16, 2025, followed by the Committee on Social Policy on the same date.

The Cabinet of Ministers approved the proposal by Order No. 895-t dated October 16, 2026. A separate order dated October 22, 2026, No. 805-t, provides for its submission to the Jogorku Kenesh.
