Consent to receive advertising must be provided in writing or electronically. The requirement applies to both companies and individuals using mobile communications for advertising campaigns.

Subscribers will be able to decide whether they want to receive promotional messages and calls. Those wishing to opt out can contact their mobile operator and request that advertising communications be blocked, either fully or partially.

The changes also affect companies conducting mass advertising campaigns. They will be required to register the systems they use in a special state register for personal data processing.

The new requirements are intended to regulate advertising through mobile networks and protect subscribers from unwanted messages and calls. Companies must respect users’ preferences and comply with the legally established time restrictions.

Violations will be treated as breaches of legislation on advertising and personal data protection and may result in liability.

The document also introduces other changes to the operation of government information systems.

In particular, starting October 1, 2026, any changes to citizens’ personal data must be automatically reflected in all relevant government databases through the interagency data exchange system.
